Function Overview
To effectively manage on a day to day basis the areas of the environmental and health safety standards required by the company in order to ensure a safe workplace together with compliance to all applicable legislation.
Health & Safety
Through the management and motivation of the Alfreton health & safety team:
• Co-ordinate companies H & S programmes and bean an active member of monthly H & S meeting and company H & S executive.
• Distribution of material and publicity for the H & S programme ensuring implementation and compliance and notifying of any changes in legislation.
• Take part in the inspection of new or modified processes for potential hazards
• Overview of the accident procedure ensuring all details are correctly recorded, relevant persons interviewed and appropriate action taken.
• Collate and distribute monthly accident statistics across the group agreeing targets for improvements with local area management
• Advise on any necessary safety rules
• Assist where appropriate in the training of all new safety representative
• Involvement with local area management to meet the requirements of the safety programme concerning risk assessments targets and reporting monthly on meeting structure standards.
• Audit the use PPB and take an active role in setting up of an H & S audit facility over the group as a whole
• Ensure adequate safety training via the induction programme for all new employees
COSHH
- Ensure central file of guidance’s is accurate
- Be an effective member of the divisional COSHH teams and attend group COSHH meetings
- Monitor COSHH review system
Facilities Development Engineer
Leicestershire
£35-42K depending on experience
Working within the Estates Department of a large university complex in Leicestershire, assisting the ‘Engineering Asset Manager’ to lead a small team of mechanical/electrical engineers and clerks of works. The role will include project management of schemes ranging in value from several hundred pounds to multi-million pound schemes. To be responsible for advising the University on all aspects of mechanical and electrical engineering in relation to new capital works and alteration to existing buildings.
Duties and Responsibilities:
To work with the Projects team, under the direction of the Engineering Asset Manager, in the preparation of design programmes and the general running and administration of the Unit.
To assist with the management and co-ordination of the works of the mechanical engineer, the electrical engineer, and the M and E Clerks of Works.
To liaise with client departments in the preparation of project briefing documents for new buildings and alterations to the exisiting building stock.
To design and procure alterations to services within existing buildings including compliance with statutory requirements and to supervise the works through to completion.
To work alongside departments in the preparation of design briefs for new buildings and to provide professional advice in relation to such briefs.
To brief outside consultants and to monitor design of services for new and exisiting buildings and to ensure compliance with the brief.
To project manage capital projects on behalf of the University within the framework established by the senior management of Facilities Management Department. Additionally, to work alongside external project managers providing departmental links where required.
To maintain close budgetary control and administer the formal contract for all internally procured works and to receive cost reports as appropriate for externally procured projects.
To negotiate final accounts with contractors ensuring value for money for University departments.
To make reports as required to Estates Management Committee detailing the progress of projects from feasibility through to completion.
To assist in the on-going review, development and management of working process and quality assurance systems within the Unit.
To liaise with departmental Health and Safety Co-ordinators on all relevent issues relating to M and E services.
To act as an interface on M and E issues between the Projects team and the Services team working with the Assistant Director of Facilities and other engineers as required.
To maintain current records of plant and electrical installations.
To work closely with the University Energy Officer to develop strategies and implementation plans to meet energy saving/sustainability targets required by the University.
To allocate work to suitably trained and competent trades staff/contractors and, where necessary, to check the work when completed in order to maintain a high standard in accordance with the University Quality Assurance and Health and Safety Policies.
To continually update personal/staff management and technical skills in line with the Estates Personal Development plans.
To carry out regular quality and safety audits on your section’s work in conjunction with Safe Systems of Work.
To understand and implement Health and Safety policies and requirements for yourself and others, commensurate with your level of responsibility within the Department to enable you to discharge your other duties and responsibilities safely.
To work as an active member of the Projects team in the first instance and as a team member of Facilities Management. To liaise with client departments Heads of departments and their representatives as required. To be first line contact on any project matter relating to engineering
To assist the Senior Development Engineer in developing staff skills and qualifications and to ensure personal skills/abilities meet current standards of good practice
To raise orders and authorise payments to suppliers and contractors with the agreed values set by the Finance Office. To be managerially responsible for the M and E Engineers and the services Clerk of Works. (as directed by the Engineering Asset Manager

Person Specification
Experience: Minimum of 5 years post qualification experience.
Experience of working within construction teams and large complex organisations.
Previous project management experience.
Skills and abilities
Ability to project manage clients and contractors including the briefing process.
Ability to help manage a small team of engineers and monitor the service delivery of that team.
Ability to set programmes and work to deadlines.
Ability to understand the requirements of non-construction professionals and anticipate their needs.
Ability to work efficiently and accurately.
Ability to prioritise and handle high volumes of work to balance the needs of several schemes/projects that will be running concurrently.
Excellent interpersonal and organisational skills.
Knowledge of the working methods of other construction trades.
AutoCAD proficient in recent product release
Education and Qualifications.
Graduate in mechanical or electrical engineering discipline (preferably electrical)
Chartered CIBSE qualification.
