Description

To Implement Rail systems and procedures to maintain a cost effective, high quality, safe and environmentally responsible approach to design, construction, commissioning and other technical activities on the Gateway project, compliant with all relevant legislation. Liaise with the regulators and others as appropriate.

Senior Project Engineer M&E

To be part of an Integrated Project Team (IPT) consisting of Network Rail, Design Consultants and Delivery Partner in a co-located office.

Ensure and control the compliance of all health and safety policies/procedures for the New Street Station Gateway project. Mitigate Network Rails exposure to claims and adverse publicity through the risk management of the Station.

Ensure full compliance and at no operational risk under the section 12 of the fire regulations of sub surface station/buildings.

To Implement Rail systems and procedures to maintain a cost effective, high quality, safe and environmentally responsible approach to design, construction, commissioning and other technical activities on the Gateway project, compliant with all relevant legislation. Liaise with the regulators and others as appropriate.

Monitor the Gateway project so that it is engineered to the standards and specification of Network Rail, allocated design and construction contracts. Ensure that the project is compliant with the appropriate Railway Group and Network Rail Company standards, formal specifications and procedures.

Manage all engineering design activities so that they result in a project that is affordable and meets programme requirements in a safe and environmentally responsible manner for time, cost and quality.

Maintain the use of relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to the Gateway Project and manage the environmental aspects of allocated to the project in accordance with Network Rail's environmental policy.

Monitor the design and specialist consultant teams to ensure the competency of their personnel.

Manage the engineering design elements of the Gateway project to meet the requirements of current legislation, including Construction Design Management (CDM) regulations, 2007.

Actively promote and assist with all aspects of works generated by Gateway. Liaise, with the Project Operations Interface Specialist(s) on all engineering aspects, with the TOC's, HMRI, West Midland Fire Service and all third parties including tenants and stakeholders.

Undertake reviews of design activities and attend / contribute to design review meetings.

Carry out the duties of Designated Project Engineer (DPE) to the Gateway project in respect of technical approvals and inter-disciplinary reviews.

Identify and share best practice within the IPT.

Ensure all updated progress reports are briefed to the Head of Design to be incorporated into the periodic management report
.
Attend, advise and contribute at all design team meetings/VM/QRA workshops.

Actively contribute to phasing meetings/planning with the Delivery Partner/Senior Project Planner/Head of Design/Head of Construction. Actively contribute to phasing meetings/planning with the Delivery Partner/Senior Project Planner/Head of Design/Head of Construction.

Attendance on site to review construction is progressing in accordance with the design.

Review design change through the change control procedure and respond to all M & E RFI design queries.

Review construction changes and respond (in conjunction with the Lead Consultant) to any TQ's raised by the contractor which require Network Rail acceptance.

Support the Project Manager with review and acceptance of Health and Safety Plans and supporting methodologies. (NR has Work Package Planning Process now in place which is different the previous 'Method Statement' regime).

Attend all handback meetings.

Experience and Qualifications

Essential
Successful relevant experience in engineering disciplines, ideally with involvement in construction and design projects across multi discipline areas.

Technical qualifications to HNC/HND or equivalent GNVQ level.

Knowledge of safety management and quality assurance.

An understanding of the arrangements required for the independent assessment of work.

Good inter-personal and communication skills.

CDM, risk assessment , auditing internal and external competency.

CSCS card holder (or aiming towards this qualification)

Membership of a relevant professional institution

Experience of major contracting

Knowledge of structuring safety cases in support of projects

Accident investigation experience

Membership of a relevant professional body with chartered status and/or educated to degree level.

Desirable

An appreciation of environmental issues in engineering works.

Six Sigma Yellow Belt.

Project safety management experience

Geographical knowledge of the Region.

The salary for this position is upto circa £55,000 plus benefits.
