Summary:
Plan, direct and undertake Operational Analysis studies to support project teams, concept studies, and business winning opportunities. Studies are undertaken using a wide range of methods including 'soft' techniques, battle modelling and HumITL simulation.
In particular, this role includes customer liaison to establish customer requirements, development of a study approach (summarised in a concept of analysis) and the delivery of study outputs through own contribution and the management of others.
Accountabilities:
Close liaison with and participation in UK and International (internal) project or bid teams to identify and assess their need for OA activities
oDevelop effective relationships with new and existing customers
oIdentify customer requirements and constraints
oKeep abreast of specific project issues and politics
Plan and develop appropriate study approaches and methodologies and express these in a concept of analysis.
oWork with the customer to proposing packages of work that will win both internal and external business, and will withstand scrutiny
Provide specialist OA advice and consultancy
oAdvise internally on how OA can be used to support the business, and how the customer will use OA
oAdvise internally and externally on areas of specialist expertise
oProvide operational context to technology studies
Direction of OA studies and experimentation activities, including: identification of User Requirements and CONEMP, establishing operational architectures (MODAF), evaluation and quantification of operational effectiveness and cost-effectiveness. Ensure delivery of outputs to time and cost and in accordance with the concept of analysis.
Specific activities include:
oManagement of small teams to deliver complex studies, ensuring effort is used to best effect
oProvide a significant analytical contribution to the task (do as well as manage)
oLiaise with customers and engineering project teams to ensure relevance of outputs, data and assumptions
oPrepare reports as required (from multi-volume reports to concise summaries)
oPresenting results and conclusions to senior internal and external audiences
Ensuring technical quality of tasks, calling reviews as necessary
Contribute to the development of staff within the group
oProvide coaching on specific methods, tools and approaches, including reports and presentations
oProvide a role model for younger members of the group
Support to the Head of Operational Analysis as required with aspects of resource management, estimating & planning
oIdentify resource requirements
oReport progress on tasks, monitor spend
oScope, plan and estimate new activities, liaising with project teams and preparing statements of work
Contribute to developing the overall capability of the OA group in terms of tools, methods & knowledge to meet the needs of the business.
oKeep up to date with developments in the field of OA and how the customer is using it
oIdentify new/alternative methods of value

Skills & Knowledge
Degree (or equivalent) in a relevant discipline
Basic understanding of physical principles associated with weapon systems
Able to lead teams, work as part of a team, liaise with others at all levels throughout the company, and build effective relationships with customers
Able to present complex issues and conclusions in a simple, convincing way that can be readily understood by customers and stakeholders at all levels
In-depth understanding and practical experience of a range of OA techniques (Soft methods, PC tools, battle modelling, application of SE) and how they can best be applied
In-depth understanding of customer processes, particularly those associated with decision making
In-depth understanding of business drivers and non-technical issues within a given project area(s), and the ability to factor this in to analysis and conclusions
Able to define and execute a complex Concept of Analysis that meets customer needs, typically based around a multiple methodologies
Ability to apply OA skills & techniques to best effect within a systems engineering or S&BD environment
Technical authority in the field of OA that is recognised by other areas of the company, the customer community and the UK Analysis Community.
Economics
Working within a UK team of 8-10 specialists, in an international department of 35-40.
Typical tasks £20k to £150k value.

Successful candidates will be required to be security cleared prior to appointment.
