JOB DESCRIPTION

OVERALL PURPOSE OF THE JOB:
To ensure the safe operation of the ships to which he has been assigned and to provide a link between the Company and those on board to monitor the safety and pollution prevention aspects of the operation and to ensure that adequate resources and shore based support are applied as required.
KEY TASKS AND RESPONSIBILITIES:
1. To be the designated person (DPA) as per the ISM Code and to have direct access to the highest level of management for assigned vessels. Act as Company Security Officer (CSO) for your designated ships.
2. Monitor the office/cell and shipboard marine, safety, environmental & quality issues.
3. Control and monitor the risk for assigned vessels and to act as part of the risk assessment team for shipboard procedures and operations when called upon to do so.
4. Monitor the voyage and operational performance of assigned vessels providing assistance to the Master as necessary.
5. Ensure that client relationships are pro-actively developed by continually improving the level of service provided in accordance with the management agreement.
6. Act as client interface as required on all marine and operational matters.
7. Maintain ISM Certification and formulate the shipboard annual audit plan to ensure that audits are progressed (in conjunction with Quality Representative in larger offices).
8. Ensure compliance with the VMS by conducting internal audits ashore and on board.
9. Conduct vessel inspections to confirm compliance with SOLAS, MARPOL, LoadLine, STCW, ILO Conventions and applicable industry codes. Verify that any corrective action is agreed upon and implemented in a timely manner.
10. Maintain records of accidents, incidents, near misses and non-conformance reports. Verify that an effective investigation is carried out and appropriate corrective action is agreed upon and implemented in a timely manner.
11. Co-ordinate the provision of specialist advice on all marine and operational issues to vessels and office staff. Evaluate vessel requirements with regard to mooring ropes, marine and safety equipment.
12. When appointed, act as Management Representative as per ISO 9001 / 2000 and ISO 14001. Generate and maintain records relating to the issuance of controlled documentation.
13. Assist line management with the functioning of the VMS and monitoring that adequate training is being provided.
14. Act as a member of the Emergency Response Team during an emergency.
15. Arrange third party inspections such as Oil Major, CDI and flag state inspections and co-ordinate response.

16. If required, handle/liase with the Master on P&I and Insurance claims.
17. Interview and brief senior officers on the MS&Q matters during office attendance.
18. Monitor shipboard drug and alcohol testing.
19. Monitor the charts and nautical publications supply process to vessels ensuring corrections and updates are provided as necessary.
20. Maintain office technical library (if designated)
21. Any other duties as required by the regional Managing Director to meet individual office requirements and as approved by the DD-RSQ.
LIMITS OF AUTHORITY
REQUIREMENTS OF THE JOB (Essential skills, qualifications and experience)
Minimum qualification: Chief Officer/1st Mate certificate of competency or marine related degree
5 years experience working in a marine related industry
Ability to communicate in English Language
Some experience in Quality Management preferred
