Europa are currently seeking to recruit an Environmental and Energy Specialist to maximise the efficient use of all energy and water resources as used in the Councils £1.6 billion buildings portfolio.

Main Duties and Responsibilities
*Implementing the strategy for the energy, water and sustainability aspects of the Thurrock Councils Asset Management Plan with a portfolio of £1.6 billion.
*Assessing the reduction of the councils utility costs and consumption.
*Maintaining the ISO14001 standard, thus demonstrating continuous improvement in environmental standards.
*To maximise the direct financial savings for the Client through the reduction of energy and water use throughout the Clients property portfolio against annually reviewed KPIs.
*To maximise energy and water efficiency and sustainability throughout the design, construction and operation of the councils portfolio of buildings.
*To ensure that energy and water efficiency and sustainability is included in all improvements and other projects.
*To conduct a number of annual energy and water audits and provide technical reports, on the Clients portfolio of buildings and to make recommendations to ensure the most cost effective building performance.
*Responsible for ensuring that Thurrock Council meets their HECA (Home Energy Conservation Act) targets.
*To procure and negotiate the most competitive rates for all energy and water contracts on behalf of the council.
*To collate energy and water billing information, identify and rectify billing errors and monitor the efficient use of energy and water by the council using STARK.
*To produce and implement the Clients Energy, Climate Change and Fuel Poverty Strategies and liaise on the Local Development Framework (LDF).
*To update strategies and develop a work programme in accordance with the progress of the EU Energy Performance in Buildings Directive (EPBD) and the EU Energy and End-Use Efficiency and Energy Services Directive.
*To provide advice and guidance on all energy, water and sustainability related matters to the Client.
*To liaise with the public and engage in public consultation to promote energy efficiency.
*To arrange promotional campaigns, presentations and training on energy and water efficiency, climate change and sustainability.
*To identify sources of funding available for energy and sustainability projects for the Clients portfolio of buildings.
*At the discretion of the Building Services Manager, such other activities as may from time to time be agreed consistent with the nature of the job described above.
Qualifications and Experience
Essential:
*A professional qualification related to Energy and/or Sustainability
*Previous experience of working with a multi-site portfolio
*Experience of working to tight deadlines
*Current driving license and have the ability to travel within the borough
*An understanding of the Equal Opportunity and Diversity Policies and an ability to apply these policies in the services provided.
*Good knowledge of relevant UK and EU legislation and key related documents
*Experience of liaising with individuals and groups at all levels
*Experience of presenting to individuals and groups at all levels
*Well developed organisational skills and the ability to manage a number of projects
*Well developed numerical skills
*Well developed communication skills
*Well developed IT skills
*Ability to work autonomously, as well as part of a team
Desirable:
*Well developed technical knowledge of Buildings
*Good knowledge of relevant UK and EU legislation and key related documents
*Experience of liaising with individuals and groups at all levels
*Experience of presenting to individuals and groups at all levels
