Description
As part of the implementation of the Project, there will be around £2.3bn of infrastructure works on the national rail network. As part of this there will be negotiating a significant number of possessions with the passenger and freight operating companies on the affected routes.
The Compensation Manager will need to work with the Department for Transport, Transport for London, Network Rail and Cross London Rail Links to ensure that the compensation mechanisms for development disruption are clear and understood by all relevant stakeholders. He or she will need to ensure that those in the company responsible for planning possessions understand the relative compensation costs of particular possession strategies, as well as ensuring that money flows appropriately to the affected operators and that all queries are dealt with.
Accountabilities:
Work with Planning & Regulation and the Department for Transport to ensure that the companies possession compensation process is consistent with other possession compensation mechanisms.
Lead the production of the possession compensation calculations; including the operation of the appropriate software support systems and the quality/accuracy of the data that populates it.
Provide possession compensation estimates for inclusion in the relevant planning processes and support the Area and Functional Programme planning teams through providing the compensation implications of changes to the previously notified disruptive access plan.
Create and edit all reports associated with the operation of the possession compensation regime including those required internally for period end, KPI and Business Review purposes.
Investigate queries from Train Operators and recalculate and/or re-attribute differences as necessary.
Manage the maintenance of the local cost control system.
Liaise with the territory Compensation teams; maintaining non-lead TOC disruption on the territory.
Experience required
Essential
Educated to "A" level standard in a mathematics-related topic.
Good communication skills at all levels and a team player.
Good information technology user skills.
A broad understanding of railway engineering activities.
Desirable
Accountancy or finance related background.
Good knowledge of Track Access Conditions.
Good knowledge of the possession application process.
Sound knowledge of railway geography and terminology
Salary: £30,000 - £40,000
